About MI
MI is a subsidiary company of Singapore Airlines(SQ), mainly flies to the ASEAN countries, China, India etc.
Their Frequent Flyer Programme is Kris Flyer, which is same as SQ.
However MI is not a member of Star Alliance.

Conclusion
As for the business class of MI, though, the fleet is :
Airbus A319-100
Airbus A320-200
3 – 3 rows’ one, the capacity is for 200 people.
So I think it is difficult to say proper “business class”.
I have taken MI once, from SIN – TRV ;
It was just awful even though it was for 4 hour flight.
The meal(curry) was just spicy and FA was not friendly at all, forced to wake the passengers falling asleep up and made them eat the meal.
Recently I heard they would start to fly from Singapore(SIN) to Hiroshima(HIJ) though, I never book it.
Silk air also does dvo to ceb and ceb to dvo. Circle trips back to Singapore.
